Citizen participation is increasingly becoming an important component of national security, providing security institutions with grassroots insights, strengthening public trust and enabling emerging threats to be identified before they escalate.
The Cabinet Secretary for Interior and National Administration, Hon. Kipchumba Murkomen, on 28 September 2026 delivered a Lecture of Opportunity to participants of the National Defence College (NDC) Course 29/2026–2027 at the College in Karen.
The lecture, themed “Citizen Engagement as a Strategic Pillar of National Security and Resilience, “explored the evolving security environment and the role citizens can play in strengthening national security, resilience and responsive governance.
