The Council of Governors (CoG) has questioned the neutrality of the Commission on Revenue Allocation (CRA), accusing it of failing to consider counties’ financial needs in its recommendations for the 2027/2028 financial year.

The council raised concerns after the CRA proposed allocating counties Ksh 440.8 billion in shareable revenue, the same amount recommended by the National Treasury. The commission also proposed an additional Ksh 10 billion for the Equalisation Fund to support marginalised areas.

The governors questioned why the CRA had recommended the same amount as the Treasury despite receiving proposals from counties seeking a significant increase in funding.
