The Public Service Commission (PSC) has opposed a constitutional petition challenging the continued stay in office of Kenya Ports Authority (KPA) Managing Director Capt. William Ruto, citing its constitutional mandate over public service appointments and personnel administration.
In a replying affidavit filed at the High Court in Mombasa, the commission’s Secretary and Chief Executive Officer, Paul Famba, outlines the commission’s functions and powers under the Constitution, the Public Service Commission Act and the Public Service Commission Regulations, 2020.
The affidavit is part of Constitutional Petition No. E046 of 2026, filed by Francis Awino, who is challenging the legal basis for Ruto’s continued occupation of the KPA chief executive position.
