Uganda is approaching one of the most precarious political transitions in its post-independence history. The likely trajectory is not democratic consolidation but the slow institutionalization of a hereditary military oligarchy. Four developments are driving this shift: President Yoweri Museveni’s advanced age; the elevation of his son, Gen. Muhoozi Kainerugaba, to Chief of Defence Forces (CDF); the operationalization of the Patriotic League of Uganda (PLU) as a parallel mobilization vehicle; and the legal entrenchment of military authority over civilian institutions. Taken together, these amount to what might be called a “slow-motion coup” already under way.

The most probable outcome is best described as contested dynastic authoritarianism, a system in which elections continue to serve as instruments of international legitimacy, while substantive power is contested within the first family and the military elite rather than at the ballot box. The formal opposition faces structural decapitation through repression and co-optation. Yet two under-examined institutions – the Anglican and Catholic Churches, and segments of Uganda’s Muslim community – offer potential, if imperfect, nonviolent pathways for mediation or resistance over the coming decade, complicated by the risk of Muslim youth radicalization.

A conventional, extra-constitutional military coup remains possible even as the regime works to secure de facto military dominance through promotions, strategic retirements of senior officers, legislative amendment, and patronage. The PLU’s grassroots strategy is designed to insulate the succession from exactly this risk, cultivating broad loyalty and framing dynastic continuity as patriotic inevitability rather than rupture. The principal danger to the plan, accordingly, lies less in popular revolt than in intra-elite fracture or palace intrigue should the succession falter.
